GMP Speed Enforcement.

Now one or two of you may be surprised at my next revelation.
2pm last Tuesday 24th September. Me and her indoors returning from the in-laws at Hindley en-route to Lidl Pemberton.
Went through Bryn towards Marus Bridge. On nearing Asda.. Sainsbury's etc... Saw an enforcement GMP transit (staffed these days by civilian personnel) Parked entirely on the grass verge.. Looking to catch drivers exiting j25 onto Warrington Road.. The speed limit dropping from 40 to 30.
Now in a previous life you couldn't break the law to enforce the law. This vehicle KR68 PSU.. had mounted the kerb and driven (On land other than a road) (Offence in itself) to position the vehicle to catch one or two misdemeanours. (, A. K. A. Easy pickings)
I forwarded my "Enquiry" to the GMP Website on Tuesday asking for clarification if this act was lawful or not.. Their website claims to respond within two days. I have submitted my full details.. E-mail and telephone contact number.
Its now nearly 5 days... Not a response from GMP!! I Wonder if I am right that a lot of motorists have been wrongly prosecuted by conducting the checks in this manner.
In my locality speeding vehicles is a daily danger.. No matter the locality raise their voice nowt happens.. Enforce where it is needed and reduce accidents. Keep you posted... 2nd request to GMP soon.

The 24th was on a Thursday, and that argument about the speed vehicle being parked on the grass verge, has been mentioned many times before, over quite few years now.

I can't find the post now but it was made by one of my mates, the interesting thing about it is, there is a plug in point in the grass there, So the vans can use Wigans Electric to power their cameras, kettle and radio while booking the speeding and uninsured motorists,

So abide the rules and rest assured, they are after baddies, not you,

I am sure it has been mentioned on various platforms previously... But did anybody do anything about it like I have?. I am not condoning speeding whatsoever. I am only seeking an answer to my question... Is it Lawful or Not. I will give them a day or two more before submitting a recorded 2nd request.

From what I can see, the central reservation on that road comes under the 'civil' local authority parking regulations, so if the speed wagon contravenes those regulations, then the most which could happen is that the vehicle could be given a PCN by a Civil Enforcement Officer.

However under those local authority regulations, certain types of vehicles are exempt from receiving a PCN for instance Council Liveried Vehicles, and I think that those exemptions inclood vehicles belonging to the emergency services.

In any case, this argument about whether that speed trap is 'legal' will no doubt have been challenged numerous times on that stretch of road, by disgruntled motorists who have received a speeding fine from that vehicle

Its no problem if you are not speeding

My son challenged a speeding fine about ten years ago when the offence was clocked with equipment stationed on that central reservation. It being very quiet at the time it was easy to travel a little above the limit.
The fine was dropped as the speed van was deemed to be parked illegally whilst doing that job.

The verge where the van parks was reinforced with concrete and then grassed over.
If my memory serves right it was called grasscrete and was similar to egg trays filled with soil and then seeded.

A little more is coming back to me about the dropped speeding fine.
Although the van was parked on the central reservation I don't think that was wholly the problem, I think it had to be positioned so as to get a direct hit on the target coming towards the operator. It musn't have been. Plus my son was driving away from van.

If yoo look at the location, there is a hatched off lane, adjacent to the central reservation, and this lane is the remnants of an old right turn, which was there before the junction was extensively remodelled in the early 1990s when Sainsburys and the retail park was being built at that time, before then there was a large gap in the central reservation, which allowed traffic to turn into, and out of Fulbeck Avenue, and go in either direction on the dual carriageway.



Being a Sherlock Holmes, I put it yoo gentlemen, and lady women, that the black box in the middle of the central reservation is the cause of this 'situation' in that the location is actually a designated access area for that black box, and the hard standing is for vehicles which require access to that black box, which is why the remnants of the old right turn lane was left there, in order for such vehicles to drive up to and on to the hard standing, and the speed wagon is not sat on the central reservation, but is in fact located on a hard standing in an access area

So what is that black box used for ?

It is the same shape as the 'Monolith' in the film 2001 A Space Odyssey, and a similar monolith has been discovered by NASA on the Martian moon Phobos LINK so is it something to do with that

The dual carriage way was built during the 1960s at the height of the cowd war, so were communication cables laid down there as part of the Civil Defence Network, and it is something to doo with that, I suppose some smart arse somewhere will know the answer to that question.

Never did get a reply from GMP.. but I have never seen the van parked up since... Nearly two years now...

I've seen it there since BB, a couple of weeks ago and its still full on the verge, No ones listnin' mate,

This isn't about speeding, but a little tale about disinterest of the Police, which I found rather disturbing.

A few years ago, there was 51 plate black Ford Ka parked across the narrow road where I work. Its back off-side tyre was down to the rim, and for weeks nobody went near it.

As parking down there is one way, and at a premium, a few months went by when I decided to ring 101, but got no reply so I emailed GMP, explaining that an abandoned, untaxed and uninsured vehicle had been parked there for several months and that it could have been stolen or, tongue-in-cheek, there might be a body in the back.

I got an email back telling ME to phone the Council to get it removed.

Eh? Again I emailed back asking what does the Council have to do with abandoned vehicles, but again I got a negative response, but I did say that it was against the law to have an uninsured vehicle on the road, and the fact that the Police could access the owner's details on the PNC, but to no avail, so I gave up.

I ended up informing the DVLA and within a couple of days a big sticker was placed on the vehicle, and within a week it was towed away.

I do have a lot of time for the Police because I know how busy they are, but this lack of interest truly did shock me.

Don't know if true, but I was told police will only deal with them if they are causing an obstruction.

Fortunately they judged it to be so and removed it when I had cause to ask them to deal with an abandoned vehicle.

It seems to me BB they set up there on sunny days at 'off peak' times because at busy times, the traffic is self moderating, so they set up about 10 am to 2 pm, and use Mc effinDonalds for brews and toilet breaks, ,

I'm just expressing my reverse gear in joviality , the Speed camera's have never caught me and I've never bought an Easter egg, The Kids have always enjoyed a bar of chocolate with more content at half the price with a few quid in to spend as they wish But it did't teach them anything because, When last over they took me into starbucks for a coffee,,

I was caught on a regular basis when in the UK. Got as high as nine points. I have been caught about five times since I came here. They don't attract penalty points over here if they are on the camera.

I only wish they would install more speed cameras to get the idiots off the road, especially the drink/drug driving ones which there are now plenty.

Owd Codger its the percentage game We see drivers who use their phones speed and park anywhere they want or as Tonker pointed out ride motor bikes with no number plates /crash helmets. They know the chances of being pulled is minimal . I at times break the speed limit maybe by a few MPH but try to keep to the limit and it would be sods law I get a ticket

It should never be a case of percentages where driving a motor vehicle is concerned as laws on road safety are there to protect innocent members of the public, both in a motor vehicle and on foot.

You are only putting forward a case for having more cameras on our roads and streets if so many are getting away with flouting the laws on road safety.

How many more people have to be killed or seriously injured before some draconian action is taken?

Owd Codger cameras are ok if information from them is used. Ashton must have about 20 camera boxes but how many have up to date cameras in them . There is a bank of them at the top of Garswood Street but on a daily bases you see cars turn right out of Garswood Street even though its a NO Right turn junctionAt the top of the brow near Stubshaw Cross LC there are ANPR cameras has Tonker says quad/motorbikes use this road day in day out but is any information is collated to find out the times these vehicle use Bolton Road and action taken.

Peter, an Automatic Number Plate Recognition camera won't work if the vehicle passing it hasn't got a Number Plate for it to Recognise.

Tonker I know that but it must flag up a vehicle -number plate or not

It's a pity, because of idiots like this, that's always the innocent people who come off worse, the low life goes to court and gets no serious punishment.
