From what I can see, the central reservation on that road comes under the 'civil' local authority parking regulations, so if the speed wagon contravenes those regulations, then the most which could happen is that the vehicle could be given a PCN by a Civil Enforcement Officer.

However under those local authority regulations, certain types of vehicles are exempt from receiving a PCN for instance Council Liveried Vehicles, and I think that those exemptions inclood vehicles belonging to the emergency services.

In any case, this argument about whether that speed trap is 'legal' will no doubt have been challenged numerous times on that stretch of road, by disgruntled motorists who have received a speeding fine from that vehicle
