I think I know what this location is about now.

If yoo look at the location, there is a hatched off lane, adjacent to the central reservation, and this lane is the remnants of an old right turn, which was there before the junction was extensively remodelled in the early 1990s when Sainsburys and the retail park was being built at that time, before then there was a large gap in the central reservation, which allowed traffic to turn into, and out of Fulbeck Avenue, and go in either direction on the dual carriageway.



Being a Sherlock Holmes, I put it yoo gentlemen, and lady women, that the black box in the middle of the central reservation is the cause of this 'situation' in that the location is actually a designated access area for that black box, and the hard standing is for vehicles which require access to that black box, which is why the remnants of the old right turn lane was left there, in order for such vehicles to drive up to and on to the hard standing, and the speed wagon is not sat on the central reservation, but is in fact located on a hard standing in an access area

The hard standing is marked out in red


So what is that black box used for ?

It is the same shape as the 'Monolith' in the film 2001 A Space Odyssey, and a similar monolith has been discovered by NASA on the Martian moon Phobos LINK so is it something to do with that

Or

The dual carriage way was built during the 1960s at the height of the cowd war, so were communication cables laid down there as part of the Civil Defence Network, and it is something to doo with that, I suppose some smart arse somewhere will know the answer to that question.
