I'll give you a reason why it isn't in the wrong place.

Brown field / Industrial land is supposed to make money for Central Government. Every local authority is expected to create a certain amount of commercial development to provide this income.
A country park, on commercial land, would be wasting money.
That's why the racetrack is there. It provides income to central government AND the local authority (because they own it). It provides entertainment (to those who want it) and it provides employment, all from within the 'leasure sector'. It could well have been another industrial estate / lorry park / oil storage depot, etc..

Now, you give me a reason why it is!
