Right .... here goes ...... Those who ride their bikes there are paying a lot of money to do so. (Solo’s £75 per event + £10 for each additional event.)
They pay it to the organising club.
The organising club has to pay the circuit owners to hire the circuit for the day.
On a good day, there can be up to 6000 paying spectators at the circuit for a bike race meeting, at £5 entry charge.
Regulations include - ' - No engine can be started before 10 am or after 6 pm. No engine can be started during the midday interval. None observance of this rule will mean exclusion from the meeting. - '

Wigan Council own the circuit and Wigan Council take the gate money.
As you can see, the Three Sisters Circuit is a lucrative money earner for the council. So, what does it matter where the riders are 'from'?
