Places   (Help with places, streets and buildings in Wigan.)

No I've not had any 'pop', bentlegs, it's quite true.

The deputy Lord Mayor of Liverpool has told the other four Metropolitan Boroughs, that make up Merseyside, to stop promoting themselves and be part of Liverpool.
They want to start by dropping Merseyside and being Greater Liverpool instead.
Somehow, I don't think it's going to catch on!

This is what I think ...

St.Helens and the Metropolitan Borough of Wigan are both 'Unitary Authorities', which means they aren't part of a county. They are considered parts of the 'Ceremonial Counties' of Merseyside and Greater Manchester, for 'Ceremonial purposes only'.
Blackpool and Blackburn are Unitary Authorities, both removed from Lancashire regional administration, but are still part of Lancashire 'for Ceremonial purposes only'.

So ... Why can't the others be reintroduced as parts of Lancashire 'for Ceremonial purposes only'?

And, bentlegs, it's not 'winding people up', it's called 'exposing the truth'.
