Places   (Help with places, streets and buildings in Wigan.)

Here I am!

None of Billinge is in Wigan. However, most of it is in St.Helens with part being in Wigan Borough. This means, no more, no less, that Billinge is governed by two local authorities. It's a bit hard for Wiganers to understand.
