WLCT are one of those 'arms length organisations', set up by the Cabinet Office Efficiency and Reform Group, which are explained in the link I gave earlier!
And, when I say "Cabinet Office" I don't mean the one led by Lord Smith (of Leyth) along with a few selected local councillors. I mean the one in Whitehall, Westminster, that runs the country!
