You can't blame the council. It's not their 'plan'. It's the plan of the current government which Wigan Council are ties to implement.
The future of Haigh Hall, as a government asset, has been secured by the Cabinet Office's Manchester branch of their 'Efficiency and Reform Group' in keeping with their Public Sector Estate Strategy.
