He made a fool of himself over Greater Manchester going into Tier 3 he went over the top in his opposition to it, and he must have thought that he had the power to stop it, and he didn't, the Government just went ahead and did it, by just going straight to the Councils, they only gave him a say in it as a courtesy, because it is Conservative Party policy to create the Metro Mares, and it proves what Tonker says that the Council CEO's work for the Government, and not the politicians, and as it has turned out it was the correct thing to do, because up here the Covid epidemic is not as bad as it is down South now, where they were put into Tier 2 and eventually the Labour Party criticised the Government for not putting areas into Tier 3 sooner
