I beg to differ.

In my experience, bullies were often quite adept in making sure that it was their victims who would get punished by teachers.

A double whammy. Hurt by bullies and hurt by teachers if they attempted to respond.

Bullies quickly learned how to get teachers to commit acts of violence on their behalf against their victims!
