To me there seems to be two things happening, which are contradicting each other.

1. The Government has vaccinated all the old and vulnerable people, so they will have by next Monday lifted all restrictions, and so the virus can just rip through society infecting the mainly young and those who have not been vaccinated, and they are hoping that the NHS can cope easily with the inevitable extra cases requiring hospital treatment, same as in a bad floo season, eventually like a floo outbreak, everyone who is going to catch it has caught it, and that herd immunity is achieved, and then the thing has gone, but just like a floo, it will be back next year with a sneaky new variant.

2. All this testing malarkey, what good is it now, if you catch it, yoo shouldn't be hiding from it, with self isolating, but catching it, and spreading the herd immunity, just like a chicken pox party.
