Is it not something too doo with the licensing laws regarding off and on premises alcohol sales, or am I years out of date ?

The OFF licence, is licensed for the sale of alcohol to be consumed (supped) OFF the premises, pubs and restaurants have a licence for the consumption of alcohol on the premises, and some pubs and restaurants have a licence for the sale and consumption of alcohol on or off the premises ....
