fedup: The whole thing is a left over from the EEC. If you remember,England was to be divided into regions, and they started in East Yorkshire with Hull being the centre, but it didn't work out, so many people were against it. So then they went on to these metro mayors. As with all things EEC, it's beaurocratic expensive for those who earn money to have yet more tax taken off them. But back to your question.
Tony Lloyd was chosen by a panel representing the 10 Manchester Councils ahead of Lord Peter Smith. It was a prerequisite of the 2014 devolution deal agreed by the then Chancellor George Osborne and Manchester's Town Hall Chiefs. It was all kept quiet because no-one wanted it and it was basically a fait accompli by our leaders.
Just google it "when was Tony Lloyd made GM mayor". Democracy is well and truly dead in this country. Those that earn it through hard work have to hand it over to p1llocks.
