I'll try and explain my previous comments and get this thread on course.

As jeremyb stated "There was an article in last week's local press about a disabled driver who was complaining about having to pay to park his car"

This, i presume, meant a physical car parking space, NOT a permit or such.

Then you 'blather' about sending back ?? If thats what you meant, (sending a permit back) make it plainer.

P.S. - Is a permit a right or a privilage ?
