Was the Balfour Declaration of 1917 acted upon ?

No it wasn't, because it was a furniture polish, it was a Pledge, and it was done to placate the Americans in WW1.

The Jewish state was formed in 1948 after the British left Palestine, some 31 years and another World War later.

Why

After WW2 Britain had to go cap in hand to America and literally beg for money, for a loan, because we were skint, broke, and like in WW1 and WW2, the American Jewish lobby had a lot of influence over the American government, and in return for a loan of $3.75 billion, and under pressure from the Americans and the fact that Britain could no longer afford it, Britain started to dismantle the British Empire, so it is not hard to imagine why Britain pulled out of Palestine is it, the Americans wanted them to go so that the Jews would have a homeland, but it was Britain pulling out of Palestine which allowed the creation of the Jewish State in 1948 not in 1917.
