Tom, you're probably thinking of an asylum seeker. We had a liason guy between us and the asylum seeker dept.....Getting back to jacks query, we used to give a decoration allowance for each room if it needed it, but that was 20 years ago. About 18 months ago my grandson and family got a council property in the Pemberton area and it was decorated through before he moved in. I don't think that's standard practice because of a number of reasons, but things change, the best thing to do is contact the Housing dept itself.
