Starting in the mid 1980s, Council's started to get rid of the system built housing of the 1960s and in Wigan's case thousands of maisonettes, low rise and high rise flats were demolished, because they were expensive to maintain.
All in all, whatever the reasons, social housing stocks nationwide were decimated.
Maggie also stopped Councils building social housing, and instead not for profit housing associations were formed to build social housing, with half the money coming from the government, in return for half the housing association tenancies, going to folk on the local Council accommodation waiting lists.
In 1997 the newly elected Labour Party under Tony Blair stopped housing associations from building social housing, stating that the private sector should be responsible for all housing
In 2010 the newly elected Conservative and LibDem government allowed 'Councils' to once again build social housing.
