When in 1976 the IMF bailed out the UK with, what was then, it’s biggest ever loan one of the conditions of the loan was that the accumulated debt from building council houses had to be cleared. The chosen method of clearing the debt was to sell off part of the council housing stock. This was dressed up as the right to buy.
