Because it keeps the council Johnny's in a job, money for nothing, they plan a new road, do all the research on it, the costings, it can cost the council up to £100,000 to plan a new road, and then they submit it to the council planning dept, who rubber stamp it, and then they ask the government directly, or via TFGM, AGMA or whoever to fund the project, and they say no, so the council then plan another development, another road or whatever, and go through the same procedure and get the same result, the same answer {{{NO}}}
