A 'cemetery' is a municipal burial area. Anybody can use it. It is 'of the community'.

A 'graveyard' or 'churchyard' is a burial area that is exclusive to members of that church. It has an amount of 'exclusivity'.

St. Wilfrid's is a churchyard.
St. Marie's is a churchyard.
Friends Burial Ground is a disused graveyard.
Gidlow Cemetery is what it says on the tin. And half of it is in Standish.
