Basically, a virus escapes from a lab facility which wipes out half the earths population. Called the super flu, Captain Trips or Tube neck due to the fatal symptoms, its deduced that this is the easiest way to assume control rather than dropping the bomb. The book doesn't go into the developement of a vacinne, but becomes a good v evil match up. In the end the good make a ' stand '. I won't spoil the ending for those who havn't read it yet. Back to topic, I'd give the contract to a local / British company after listening to the needs and desires of local people / businesses in Wigan.
