I don't think there is a "deadline" as such. Payment can be made at any date and that is the date the twelve months will run from. The only ting to remember is if the supplement has not been added then full fare will be charged if travel is taken after 1st Feb. I did mine yesterday at a PayPoint shop on Winstanley shopping precinct. That is on train/tram.
