It was brought in by council leaders in Manchester. Andy Burnham didn't like the idea and called it a stealth tax but went along with it to for pensioners to come into parity with the 16/18 year old bus passes and to raise money for the new bus system.
A bit double talk from Burnham but nothing new there.
