It comes down to commercial decisions, in that if a developer spends millions on renovating a mill, what sort of return will that developer get on the investment, because a flat for sale in a mill in Wigan, will not fetch anywhere near the price of a flat in a mill in Manchester, and the same with rents, folk will only pay so much rent for a flat in a mill in Wigan, but would be prepared to pay more for the same thing in Manchester, so it comes down to the figures involved, and that makes renovating a mill in Wigan 'unviable' as a commercial venture
