Yes.
Everything they discuss concerns every town and city in the UK, because the UK Parliament and the UK Government covers the whole of the UK. Even Greater Manchester. Which includes Wigan. And, after they've discussed them, they include them in a Transport Act as a minimum statutory concession.
Then they write it down on a piece of paper and give it to the Government, who then send it to all their departments as a guidance.

Local Authorities may, if they wish, offer more to the base concession, but not less.
