Council Tax 20/26

I got me Council Tax bill today, the thieving swine's, and this Mayoral precept thing is mounting up now, it's a rip off, from just a few quid a few years ago, to over 20% of the entire bill now LINK

No, I didn't vote Labour, and neither did I vote Conservative, but its that Andy Burnham charge, the cheeky sod, I don't see why I should pay to keep him living in the lap of luxury in Ashton in Makerfield

In the 70s water rates were included with house rates. Then came poll tax, then council tax. Both together are nearly 200 quid a month, surely a few Bob for Andy Bunham not to much to ask?

And the many on benefits who are not paying Council tax where the difference in the Council Budget to provide the services which they themselves receive, the rest of us have to pay the difference to provide the services and which also includes the allowances of the Councillors.
They just check that there is 0 where it says the amount due while those who do pay just get a feeling that they have been again mugged!

The local authority sets council tax. Labour controls Wigan Council.

When the Labour government decided to phase out grammar schools in favour of comprehensives the Labour controlled councils followed suit. However, in several Conservative areas the local councillors decided to ignore the government directive and voted to keep grammar schools. Had they not been in control of the local councils they couldn’t have achieved that objective.

Gaffer, basically, the government decided to combine secondary and grammar schools together. Labour agreed with the policy and tried to enforce it.
However, the LEA's of the time were given a choice, allowing each authority to decide on its own policy.
Some abolished grammar schools, some didn't.
Government creates policies, the parliamentary majority vote for or against them.
At the local authority level (councils), the council operates on behalf of the government and manages government policies, the political majority of the councillors TRY to control the council.
The councillors (political majority) don't run, or control, the council. The government does.

I was on a Council committee, as an outside member, for 14 years. From what I saw the council was run by the executive. When the annual budget had been set, adhered to, and government grants concluded there was no need for any government involvement.
Birmingham Council has debts of over £2 billion. Council tax is being raised by 20% over 2 years. Warrington council isn’t far behind because of poor property and investment decisions. It’s difficult to see how such poor executive decisions would have been made had the government been in control of those councils.

Who pays the executive?
The Government. That's because the executive runs the council on behalf of the government and, more importantly, on their terms.
Currently, the UK Government is in debt to the tune of £2.7 trillion.

Harry Craven was appointed as a workshop technician to work on Charnley's programme. Up to that point Charnley had done some of the lathe work himself.
That's my last word on the subject. There's an intellectual gulf between us.

First Mate is right about who controls Wigan and by having a massive majority of Councillors from one party, it maybe the reason why Wigan has not progressed at the same level as other local towns where with a lower majority, Labour have to do things or be ousted!
