Is it possible to get into Wigan From anywhere without, crossing Water ?

So by getting into Wigan from anywhere, you mean say, from the main traffic lights in Standish to All Saints Church Wigan ?

I would have thought if I was to take the old Wigan Lane route past the Millstone, Fox & Goose, Royal Oak to the bottom od Standishgate then up to Market St and the Church, unless there's is an underground stream I'm unaware of, this would be the way in ?

It's a trick question!

(Tom's a plumber and knows the water supply frequently crosses, under the road. It follows, you can't go far without crossing water!)
