"We are aware of the Tree Felling works on land fronted by Pemberton Rd and contacted the council for advice on this issue as it is a matter of concern to many residents who have contacted us or posted on social media platforms.
The response confirms that the woodlands in Winstanley Estate are not protected by Tree Preservation Order and the owner has received a felling licence from the Forestry Commission (FC) to carry out the work currently taking place; felling licences override the council's authority therefore; the council cannot take any action to restrict the approved work.
The Council's Trees and Woodlands Officer has discussed the operations with the landowner’s Tree Consultant and the work is part of an approved woodland management plan with the FC. We understand that the woodlands at Winstanley Park appear to have a had little or no management over the past few years and the landowner is keen to get the woodlands back into some form of management.
The consultant’s advice was that they draw up a Woodland Management Plan (WMP) looking at all of the woodlands, their current condition/diversity and how they can be improved. This is for the future wellbeing of the woods. The owner’s aim is to increase the diversity of the woodlands by managing them as continuous forest cover by creating a multistorey woodland, from high canopy veteran trees down to natural regeneration at forest floor level. They are also looking at how the woodlands/trees on the estate can be managed and made safe.
The Woodland operations always look very destructive at the start but, the Councils Trees & Woodlands Officer is confident that the woods will recover quite quickly and the long-term benefits to the overall ecosystem outweigh the initial negative impact to the visual amenity to the area"
