Why is modern architecture so bland and uninteresting ? This place looks like a factory or a jail.

The architecture is not "modern",I seem to remember these buing built in 1970's. Buildings at that time were poorly designed.

If you want to see bad design look at those 3 story houses at the Golborne roundabout on the East Lancs.

I don't they are that bad compared to some in Wigan.

Wigan does have a red brick problem though!

The sheer width of the road is what gives a bland, bleak feeling. Completely wrong design for a town of Wigan's size.
The planners probably live in Mawdesley or Rufford and shop in Southport, never stepping foot in the Frankenstein Wigan they have created.

Buckingham Row was built in around 1990

Knowing Mawdesley well I have to agree that it's likely the designers of this place probably lived in that equally bleak, featureless enclave.

Perhaps they were trying to impart some of that feeling of desolation, isolation and misery that the snob enclave of Mawdesley does so well.
