It entitles the holder to drive a public bus.
Didn't they have a similar one in a different colour (green?) for a bus conductor?

I can understand for a driver, but did you have to pass some sort of official test to be awarded a bus conductor badge?

Johnny: Give credit when it's due it was not put on a plate for them, they had to work at it then take a test.
And when they get one it could be lost over night for various reasons.
