Fred Brindle, (on the right without a cap), it was more than likely taken in the Woodhouse Lane area of Wigan about 1929. He died in 1931 aged 21. It looks like a coal delivery wagon with solid tyres.

Wonder if it could be Prescott Street. Family name is Brindle and I know some lived in Prescott Street.
It could be, Fred's father Bill, was brought up in Prescott St.
