I think it's a backdrop. The sea doesn't look real for instance.
It's a lovely charming photo though.

Definitely a backdrop, seaside photographers often used them well into the 1900s and may do yet for all I know. I have one of my parents stood in an impossibly small rowing boat though I used to think it was a real boat when I was a kid!

It reminds me of a picture of my Grandmother as a young woman,(before she was married). She was seated behind an enormous fake "barrel". The caption read "A barrel of fun". I believe that it was done in Blackpool.
