This description is incorrect. I walk here quite regularly and those steps take you up to Sicklefield.

Tom, that is perfectly correct! There are no steps such as these which lead up to Brock Mill Lane.
These steps lead up to a narrow path which then brings you out on to Wigan Lane; further up than Brock Mill Lane.
But! No matter what, it's a great photograph. Thanks for uploading it.

In the late 40s my mother walked me up and down these steps to get to St. Marys School. We caught the bus to Sicklefield, picked my bike up at the end Brockmill cottage and she would push me up Pendlebury lane with a stick on the bike frame. They were called 64 steps, but every time i counted them i got a different number. Our old cottage next to the canal bridge is long gone.
