These are Naval Cadets not Sea Scouts.

They were from TS Murray SCC
Wigan Cadets were from TS Lady Crawford SCC

SCC = Sea Cadet Corps and I think Wigan Sea cadets have TSS Sceptre on their hats. E.T.

TS lady Crawford SCC, when I was in the sea cadets, Eric..
Mind you, it was 60 years ago, when Walter Somers (son of Oliver)was the Skipper. We had three headquarters while I was a member: Bretherton Row, Wigan Limbless Ex-servicemens Club & Christchurh Millgate

The picture is of Sea Cadets from TS Sceptre, Wigan 366. I’m the Cadet blowing the boson’s call ???? and my father was Lt Harry Melling, 1st Lt (Jimmy) at the time. My dad joined as a CPO Instructor in 1950, under Lt Walter Somers who was the ‘Skipper’. The Unit name was TS Lady Crawford and paraded at Lamberhead Green Primitive Methodist Chapel hall, Woodford Street. Alan Porter was C/O after Walter Somers and the unit name was TS Murray. Harry Melling was his 1st Lt then took over as C/O, but reverted to 1st Lt due to ill health from his WW2 service. Gradwell was C/O at the time of the picture.

The Picture is just before the Wigan unit changed name from TS Murray SCC 366 (On the caps here) to TS Sceptre SCC 366. HMS Sceptre was a submarine.

When this picture was taken Wigan Sea Cadets paraded in what was the Birkett Bank Hotel, Hardybutts, Wigan. It had used the hall of Christchurch Free CofE Church, Millgate, before that. It later moved to the hall of New Jerusalem Church, Warrington Lane.

The picture is just before the name change from TS Murray SCC to TS Sceptre SCC. The unit paraded at what was the Birkett Bank Hotel, Hardybutts.
