It looks like the Salvation Army band !
Looks like the WW2 National Fire Service, which took over from the Auxiliary Fire Service in 1941.
Looks like a reet motley crew.
It is the National Fire Service. They used to have a station at Lower Ground, so these men are perhaps from there.
When the war started there was the Auxiliary Fire Service to assist the regular brigades, but that was replaced by the NFS.
It does look like AFS or NFS wartime fire services.
