What is the reason for this switch?

Some boxes were closed at times for various reasons, so the last person on duty just before closing had to link this box with the next in line in each direction by sending messages via the electronic system (edge of box housing this equipement can be seen on right of photo),the messages were then accepted and acknowleged by the signal man on each side and the box was isolated (lever turned to right and flap on housing front closed).
