As both a former WGS pupil and a Wigan Sea Cadet from 1958 to 1964 I would say this caption is totally incorrect. There were no Sea Scouts at WGS and these are not Sea Cadets. As can be seen from their cap tallies they are members of the crew of HMS Raleigh, the new entry training establishment at Torpoint in East Cornwall. The lad on the left is clearly a "Greenie" (electrical branch) as can be seen by the badge on his right arm. In 1964 I left WGS and joined the RN, across the road from HMS Raleigh, at HMS Fisgard as an Artificer Apprentice and went on to serve for over 22 years. Obviously "Jack Tarre" is having a laugh!
You are correct Tony this is someone having a laugh, they are indeed at HMS Raleigh, this photo has been posted on here before by Fred, the lad on the left, who is an ex Grammar school pupil.
It is one of his ex school mates having a laugh again.
