The Bishop is Clifford Martin - Bishop of Liverpool from 1944 to 1965. He used to walk around in the traditional ecclesiastical gaiters - the last Bishop of Liverpool to do so. Arthur Dean was by then a Canon of the Cathedral - other pics show the Cathedral insignia on his stole.
