I couldn’t make the name out on the wall of the pub, just wondering if it’s The Spotted Cow.
I could be wrong here, but is it not St Thomas's church with the Vine Inn pub in the background?
You could be right I have just looked in my book but it doesn’t say which church Rich, which is strange. Now I can see The Vine as you have mentioned. It looks looks so familiar thought

It's St Thomas's, church Ron. Caroline Street.

The man on the extreme right looks like Alderman Harold Dowling,sometime Conservative candidate for Wigan, and a worshipper at St Thomas

That’s the Mayor Mr Thomas woods and his wife and it certainly looks like St Thomas’s
