Can't help with who they are, but looks to ne taken around turn of the century (ie 1900) The hair style for the girl on the left kind of indicates that(?), and the sleeves are beginning to change also, my thoughts only!
I have a photo of my great grandparents taken at Wragg photographers presumably around the time they got married 1907. Wragg was located at 45 Mesnes St Wigan of this helps any.
A lovely photo nonetheless.

Wragg must have taken over the premises and maybe the business from Turner Bros. & Raymond. I've got a couple by them with the address as 45 Mesnes Street.
