He's a Royal Navy signalman (crossed flags on right arm).
The hat (Sennet issue) shws the photo was most likely taken between pre 1920.

Glenys - the photographer Ah Fong shown on the mount is probably the one of that name who was active in Canton and Hong Kong until about 1900.
The hat worn by the subject was Naval issue from about 1880, so this may help further in dating your photo.
Hello. I believe this photo is of my great uncle Charles Horne who was the son of Ralph Horne (a greengrocer in Wigan) and his first wife Tamar (nee Oakes). Sadly he died in the first world war. Please feel free to contact me if you would like to exchange knowledge.
