Looking at the advertisement for Alsteads Suits. Would this be the men's tailors who still had a shop on Wigan Lane until the 1960s?

They've all done a good job dressing up for the Carnival in their outfits, and is that a goat or a lurcher they've put a football jersey on, though whatever it doesn't seem bothered. I do remember the Pemberton Carnival in the 1950s when I was younger, though I've no idea when it stopped being held.
