More Lathom than Newburgh, I think. The woods behind are where the Tawd Vale Scout/ Adventure Centre is, off the A5209 (Course Lane). To the right of the further ploughman you can see the A5209 going up the hill - Back Lane comes in from the left in front of the barn, where the road does a sharp right towards Newburgh itself. Google Earth shows there's still a row of pylons running across the field.
You are right Colin Harlow crystal clear photographs. It almost feels like you are there in the field with them. Thanks Reverend.
How long has Newburgh been in Wigan?
Newburgh was part of Parbold up to 1974 along with Wigan Rural District of Lancashire from 1894 to 1974.
This paper is from 1967.

It is a beautiful clear photograph, and the horses and the men too look pleased to be out and about working in the fields.

I love working horses, a tradition still used today. Like many have mentioned, great picture quality.

Would that be at Lowry Hill Lane, Lathom, Ormskirk L40 5UL ?
Are they ploughing? Or, is that some kind of hoe, to cut the weeds around that crop? There is no sign of a ploughed furrow behind their position. A friend of mine often tells me how closely he has to concentrate when hoeing Beet, to ensure it is weed, and not crop that is sliced.
It does say, near Wigan.
We used to pick peas here then sit and eat them straight from their shells.

Almighty Bruce, yes, that's the place - as I said, more Lathom than Newburgh. But presumably considered close enough to Wigan, and familiar with many of its folk, to justify its appearance in the Wigan Observer. "Newburgh", in any case, appears as a subject heading within the Album - as do other places not actually within Wigan, however that's delineated. Anyway, it's not as if it's a picture of Leigh!
Newburgh to Wigan = 9 miles.
Leigh to Wigan = 7 miles.
Either way, I wouldn't like to walk it, in the rain, with a hole in my shoe.
Rev, it's only 7 miles from Wigan to Saint Helens, but don't tell Brucie.

Colin Harlow mentioned the Wigan Observer covered Blackrod in the 1960s. Today, Blackrod comes under Bolton.

The photo is so sharp and clear the veins in the cabbages stand out.
The shire horses look as if they are making sure they don’t stand on them. The men look as if they are enjoying the work… apart from the pylons it could be a scene from over a hundred years ago. Beautiful photo the Observer couldn’t be matched in photography.
