I have no idea Tony, and there isn't anything on the photo where you could have a guess at the date.

The date would be 1902 to 1910, i have a similar photo taken after a snow fall by this photographer (Harry Parkes) dated December 1903.

No evidence of tramlines or gantries, so most likely before 1906.
