The main reason for public access over the line is Beggars Walk - a bloody old path people have walked for hundreds of years. In building Spencer Road West, it was taken in to account the path from Pearl St, down Dawson Ave and on to the line so there's necessary alleyways and an opening on Spencer to allow for this right. Great photo of a time where standards we're kept, go over there now and it's a fenced off unmanaged area.
