Looks like Bickershaw Wash Plant, Not sure,
That looks to me very much like the Albert Opencast Coal Disposal Point, to give it it's full grand title. This was down Bolton House Road at Bickershaw. It was on the site of the former Albert pit among others in that vicinity. The site itself was worked as an opencast and when it was worked out was used as the central disposal point for the other opencast pits roundabout at the time.
I too thought that this was a photto of Albert DP but wasn't 100%, however a freind and former colleague was able to give a definite yes: "Yes its Albert DP taken from the south west side of lifted Plank Lane/Bickershaw rail sidings. The Hopper on the left is the Rail Loader and the plant to the right is the screen house and road loader."
yes this is Albert disposal i worked there todds of Pemberton ran this plant
