History of Wigan   (Help with ancient and recent history.)

It has come to my attention the state of the "coach road" footpath at the side of ST.PAUL Church Goose Green. The other day i went to place some flowers on my parents grave only to find that one's access from the Snowden ave side was completely over-run with Nettles actuallly i first thought they were young trees because of the height of them almost 5 feet tall. So that got me to think who owns and is resposible for the upkeep of the footpath/road?? IS it the dreaded council? is it the local church?? it was when i was engaged in a talk with some-one doing their family tree that during one of the many searches they were doing this person unearthed the actual owner/s ,,, That is it belongs to the descendants
of WINSTANLEY HALL. Again before i start looking into it myself i thought i would ask my cohorts on W.W .I eagerly look forward to some sensible replies.
