Yes Kev, I was not suggesting that on that pic/at such time, the setts were under a cover of road surface metal. Certainly though, up to late 1950's/early 1960's, you could see setts where the metalled surfacing stopped short of the kerb. You also could observe when contractors dug up the road for various and sundry purposes, the layer of setts had to be extracted. I am guessing the structure remained as such until the time came around for maintenance replacement of the road's base layer.
