The letter from Teresa Coffey was to all GM councils instructing them to implement a CHARGEABLE CAZ.
My point is that it was Andy Burnham taking the flak unfairly and being accused of instigating the charges.
After Johnson’s scurrilous statement in the commons ,blaming Burnham,in answer to a question from guess what,a local Tory mp,forget who it was.
In response Burnham wrote the letter on the 3rd of March asking Johnson just what his idea was and stating that the 10 council leaders preference all along has been a non chargeable zone and in Johnson’s reply he said that the chargeable zone was the preferred option of the government in effect.
I have said all along that the original plan put forward was flawed,but I think the correspondence indicates where the blame should lie and it ain’t with Burnham.
